The Senior Project Manager plays a critical role as a significant individual contributor in the execution of Affordable Housing Real Estate Development goals and objectives.  The Senior Project Manager will oversee all aspects of the development cycle for a number of affordable housing projects, from site control and entitlement through construction completion and stabilization. The Senior Project Manager will also be responsible for new business development including feasibility analysis, completion of grant and financing applications as well as the preparation of proposal responses to RFPs. 

Additional responsibilities include, coordinating finance closings and due diligence requirements, including plans and documents prepared by outside architects, engineers, and professional consultants.  The Senior Project Manager also monitors the performance of general contractors and design consultants and typically manages the more complex development projects with minimal direction.

Essential Job Functions:

  • Facilitate the proposal and project implementation process; write proposals, develop budgets and prepare supplemental materials.
  • Monitor and evaluate all phases of design and construction drawings, construction in progress, payment/s, and change orders.
  • Oversee other development activities including but not limited to: monitoring and coordinating development and design activities; oversight of general contractors and other consultants; managing community and tenant relations; and execution of acquisition, construction, and permanent financing
  • Carry out due diligence evaluation of sites, including ordering and analyzing appraisals, inspections, preliminary title reports, and environmental reviews, and conducting initial market analyses.  Assist in making initial assessments of project feasibility, including expectations of local approvals, development and/or rehabilitation costs and financial feasibility.
  • Prepare monthly reports on project status, level of activity and projected activity related to funding goals and objectives.
  • Coordinate all inspections and oversee the progress payment process during construction/rehabilitation.
  • Develop detailed project budgets including underwriting analyses including sources and uses and operating proforma budgets.
  • Complete required reports for financing agencies and internal use.

Knowledge, Skills, and Abilities:

  • Ability to meet deadlines, exhibit critical thinking skills, communicates clearly and anticipates problems, strong organization skills, and attention to detail.
  • Excellent communication skills both oral and written, ability to manage and organize multiple task (short and long term), ability to manage and prioritize time and responsibilities.
  • Strong financial planning, organizational, oral and written communication, and negotiating skills are preferred.
  • Attention to detail.
  • Willingness and ability to work evenings and occasional weekends.
  • Principles and practices budget development, administration and accountability.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.

Education and Experience:

  • Bachelor’s degree required.
  • 2 years’ experience in real estate development - affordable housing and development is preferred.
  • Understanding of specialized financing programs used in affordable housing such as LIHTC, HOME, AHP, tax-exempt bond financing and various HCD and HUD programs if preferable.

Corporate Qualifications/Expectations:

  • Must have valid driver’s license and be able to travel to site locations in New York.
  • Adhere to all CDS Life Transitions, Inc. and CDS Housing, LLC policies and procedures.
  • Attend mandatory education and training modules as scheduled; obtain and maintain required certifications.
  • Act as a professional representative of CDS Life Transitions, Inc. and CDS Housing in regards to appearance, behavior, temperament, communication, language, and dress.
