The Asset Manager would have responsibility for overseeing the management of Urban League of Rochester EDC (ULREDC’s) current portfolio (operations and long term capital planning), identifying new opportunities for growth, and assisting in the pre-development and construction phases of new projects.

REPORTS TO:  : VP and Chief Operating Officer

MANAGES/COACHES:   Site Manager, Property Management Assistant, Facilities Support Team Member,  Occupancy Compliance / Rental Agent

RESPONSIBILITIES:

  1. Responsibility for all physical and financial operations of multiple sites.
  2. Assist the owners in achieving their investment objectives through the provision of quality professional property management services.
  3. Oversee the provision of these services through methods and procedures established by and documented through company policy and programs.
  4. Maximize income and minimize expense for each property.
  5. Coordinate Quarterly and Yearly financial reports for various funders and syndicators. Develop process to ensure compliance.
  6. Make recommendations to improve the “profitability” and productivity of each property.
  7. Reduce/eliminate risk exposure for owner through the development of an emergency action plan and periodic risk assessment reviews.
  8. Guide and direct site personnel to ensure that the property is operating as required; recruit, hire, train and review when necessary.
  9. Specific knowledge of marketing and advertising to improve and maintain an acceptable occupancy level for each property.
  10. Financial forecasting and budget preparations to meet specific owner goals and objectives.
  11. Working knowledge of all pertinent federal, state or local laws and/or regulations governing housing. Development and implementation of a system for ensuring compliance with New York State Landlord Tenant Law and New Your State property maintenance regulatory codes.
  12. Working knowledge of financial management skills as they relate to real estate management. Supervise the financial functions of AR/AP.
  13. Assist in pre-development phase of new projects including assessing site selection, project design, operating budgets and lease up schedules to ensure that each proposed project is designed to be financially feasible.
  14. Develop long-term strategic financial and capital improvement plan for each properties including a system for tracking of all warranties, equipment manuals, as built drawings, property insurance, certificates of occupancy and all other required permits and records.
  15. Prepare periodic financial and programmatic reports on performance of all properties as needed.
  16. Assist in the development of written management plans for each property in the portfolio with primary responsibility to develop work out plans for troubles properties.
  17. New Construction Manager serving as Clerk of the Works. Owner’s representative and liaison to General Contractor, Architects and funders when applicable. Value engineer during design and construction to ensure cost effective construction and operations.

QUALIFICATIONS:

  • B.A. or higher degree in Accounting, Financial Management, Property Management or related field.
  • CHAM or  CPM designation (or working towards designation)
  • Certifications in IRS Tax Credit Compliance, HUD Affordable Housing Management and New York State Real Estate License
  • At least ten years’ experience in a highly responsible position dealing with asset management of real estate or related discipline is required.
  • A minimum of 6 years of experience supervising and training property management staff in progressively responsible position.
  • Previous experience in the affordable housing and not-for-profit sector of real estate is desired.
  • Must be able to demonstrate expertise and ability to evaluate and interpret complex financial documents, legal documents and other reports pertinent to the development, construction and operation of affordable housing projects.
  • Proficient in an Office environment using Word, Excel, Boston Post., TRACs.
