The West Side Federation for Senior and Supportive Housing, Inc. (WSFSSH) is a community-based organization whose mission is to provide safe, affordable housing with supportive services within a residential setting which enhances the independence and dignity of each person.  WSFSSH develops, manages, and provides housing for low- income older persons, many of whom live with mental illness and/or have experienced homelessness.  WSFSSH currently owns and operates nearly 2200 units in 28 buildings located in Manhattan and the Bronx.  WSFSSH has 600 units in its development pipeline with 300 units scheduled to open in June 2021.

The Senior Director of Leasing and Compliance reports to the Deputy Director/Chief Operating Officer and is responsible for overseeing the leasing and compliance department.


  • Supervise five-member team responsible for leaseup of new projects, processing of rental subsidies, landlord/tenant housing court cases, rent arrears, legal rent registration, and compliance  
  • Supervise Director of Compliance and ensure quality control of the department's Master Files (electronic and hard copy) related to asset management/compliance records;
  • Maintain good relations with oversight agencies including but not limited to HPD, HDC, NYCHA, and Tax Credit Investors/Syndicators
  • Ensure compliance with Rent Stabilization, LIHTC, HUD, HCR, HDC, HPD, HOME, HHAP, Shelter plus Care, regulatory agreements, partnership agreements, and rental subsidy contracts
  • Manage commercial space including negotiation of new leases and arrears management
  • Educate property management team to maximize portfolio performance
  • Ensure new and renewal leases are in compliance with latest regulatory, insurance and best practice standards
  • Oversee leaseup of new projects including fair housing marketing, tenant selection plans, tenant applications, Housing Connect lottery, HUD lotteries, and referral programs including but not limited to DHS.
  • Oversee training, qualifications and ensure consistent work quality of five site specific income certification specialists
  • Analyze and track performance metrics that quantify lease up progress, and the financial health of the portfolio for use in monitoring and reporting to Senior Management.
  • Ensure resident demographics including household size, income and age are tracked for use in outcomes analysis and funding applications
  • Contribute to organizational goals by identifying strengths and weaknesses of current processes and find solutions to improve them
  • As part of the senior management team, create and promote a positive and innovative culture and forward-thinking processes and procedures to enact positive change and meet goals
  • Assist and work with other departments to achieve WSFSSH organizational goals
  • Miscellaneous projects assigned by Deputy Director

Required Experience with and knowledge of:

  • Housing subsidy programs including but not limited to Section 8 (project based and tenant based vouchers), Section 9, NY/NY I,II,&III, LIHTC, Mitchell Lama, SCRIE, DRIE, NY 15/15, ESSHI, HOME, HHAP
  • Marketing requirements of aforementioned subsidy programs
  • Rent increase requests to HPD and NYCHA
  • Clearing subsidy arrears
  • Addressing tenant arrears
  • Shepherding cases through housing court
  • Rent stabilization and the rent registration process
  • RealPage/One Site
  • HUD Secure Systems (REAC, EIV, APPS)
  • Advanced or strong knowledge of Excel, Word, Outlook, and Teams.
  • Facility with RealPage property management system or similar


  • Undergraduate degree required; advanced degree in government, urban planning, finance or related field preferred.
  • At least ten years’ experience in leasing and compliance in affordable/supportive housing environment
  • LIHTC Certification required, Quadel preferred
  • Independent, self-starter with strong project management skills, excellent accuracy/attention to details with the ability to see the broader picture
  • Supervisory experience - Proven people management skills and ability to play a day-to-day role in directing and training staff
  • Proven leadership ability
  • Ability to work well under pressure and meet deadlines
  • Excellent communication with senior management
