In its 33-year history, Jericho has grown from its genesis as a small housing program to a comprehensive agency providing over 400 units of supportive housing, as well as significant life-changing services to over 2,000 homeless and at-risk adults and children throughout New York City.

About the Position

The Managing Program Director will, in addition to their existing responsibilities for supervision of a Jericho Project program or service, assume oversight of additional Jericho Project programs or services, specifically the Rapid Rehousing Program (RRH). This position is only open to existing Program Directors at Jericho Project.

With a grant from the HUD, the RRH program will assist veterans, homeless young adults and single adults with rapid re-housing via a setting of comprehensive supportive services. RRH will serve very low-income young adults, adults over the age of 24 and veterans who are homeless. Using a “housing-first” model of service delivery, the program aims to address the housing crisis before delving into issues that support long-term housing stability.

Jericho Project is seeking a MPD who is able to balance multiple projects and with a highlyskilled background in program management, veterans and military affairs, knowledge of issues faced by LGBT homeless young adults, team building, clinical work, budget and finance, casework and outreach. The MPD’s responsibilities for the site which they are the Director remains unchanged and are covered in their job description as Program


  • Responsible for overall management of the RRH program. Ensure staff meet RRH program deliverables in regards to case management, data quality, housing placement, and compliance with HUD financial guidelines;
  • Ensure that RRH meets its target to serve 65 NYC homeless individuals as defined by HUD’s standards and meet specific population targets- specifically 30 young adults 18- 24 years old, 20 veterans who are ineligible for SSVF services, 15 single adults over 24 years old;
  • Supervise RRH team which includes a RRH Coordinator and two full time case managers to make certain case management team has the clinical support needed to engage and enroll veterans while also meeting Housing First standards;
  • Work collaboratively with the Workforce Opportunities Assistant Director to provide oversight and support to a part-time career counselor, employment specialist;
  • Ensure outreach is conducted in order to guarantee enrollment targets are met while also supporting our participation in other community partnerships such as the CoC;
  • Supervise the Financial Coordinator to make certain Jericho’s RRH contract is meeting its financial targets and adhering to the HUD’s RRH Guidelines;
  • Oversee the onboarding of new hires and ensuring the RRH team supports understands the electronic case management system;
  • Ensure adequate and timely case documentation in AWARDS or other required case record system;
  • Work closely with leaders in DHS, HRA, DVS, CoC and the VA to ensure participants are linked to eligible community resources while also educating staff about resources available;
  • Maintain positive collaborations with Jericho’s Subcontractors in order to fulfill grant requirements and preserve established community partnerships;
  • Responsible for RRH compliance to the agency time and attendance policy. Enter staff edits into timekeeping system as needed and approve timecards;
  • Oversee the completion and maintenance of all required internal and external reports;
  • Assists in the recruitment, selection, training and orientation of new employees;
  • Participate in programming/supervision, case conferences, staff meetings, management team meetings, and training;
  • Participate and lead case conferences, staff meetings, webinars, and clinical educational forums
  • Expertise in evidence based practices is expected (i.e. Motivational Interviewing, Critical Time Intervention, Trauma Informed Care, Housing First, etc.). Ensure the RRH team is implementing these practices and interventions in order to enhance their engagement techniques;
  • Perform any agency-related duties or special projects as directed by the Deputy Chief of Programs and Clinical Practice.


  • Must have a Master’s degree in Social Work, mental health counseling, or psychology; licensed clinicians preferred.
  • Must have experience working in homelessness, substance abuse, mental health and/or trauma settings (supervisory and/or management experience required).
  • Must possess superior leadership, critical thinking, written and verbal skills.
  • Must be able to work in a team oriented setting.
  • Personable and able to work within a client/customer service framework.
  • Refined and well-organized multi-tasking skills.
  • Familiarity with AWARDS preferred.
  • Proficient use of Microsoft Office Suite programs.
  • Experience working with veterans/military/homeless youth preferred.
